@azrather have thrown three to four names for the blank sections of "Add hero ___ ". From those I liked Shocker the most and he also was one of the characters I have seen that people want to have in the game. I mean as pleayable hero not as someone who is a part of "defeat in 20s in terminal" achievement. There is not much to Shocker. Engeener criminal who wanted to rob safes without harmin people, but that part of life ended after prison and after meeting Spider-man. Besides his suit he have nothing. He isn't genius, billionaire, playboy, philanthropist. He have low self esteem and even though he is powerful and dangerous in his suit that can kill with ease and shake down subway tunnels - at time he is a treated as a joke. So here with no laugh and total seriousness I present Shocker.

Introduction
Early Life
Herman Schultz's parents died when his younger brother, Marty, was a boy. Schultz was usually involved in theft or extortion; a typical day in the life of the Shocker would find him knocking over armored cars or trying to hawk items he previously stole. On one particularly ambitious day, the Shocker held New York City for ransom when he blacked out portions of the city to spell out his criminal moniker, then threatened to black out the entire city unless he was paid one million dollars. On another he terrified a stockbroker into playing the market, for substantial monetary gain.
Shocker
Schultz, after serving several prison terms for robbery, built a battle suit that sent out shock waves to quickly open safes as well as give himself a one-up on the authorities. The Shocker had the ability to shock his enemies with his hand held vibro-shock units, but because the vibrations were so fierce, he wore a heavily insulated suit. During his first outing as the self-styled "Shocker" he ran into and defeated Spider-Man (albeit the hero was suffering a broken arm at the time) who became Schultz's nemesis. Early on in his career Shocker often acted as either a thief or subordinate to more prominent mob bosses such as Silvermane.
Masters of Evil
The Shocker became a member of the Masters of Evil with Radioactive Man, Tiger Shark, Moonstone, and the Beetle to incriminate Dr. Henry Pym, who was then on trial for treason. Unfortunately they were defeated by the Avengers. The Shocker was later hired by the Nazi war criminal Baron Von Lundt to kill Dominic Fortune, and built the vibro-shock units into his entire uniform to do so.

Skills and Gadgets
Engineer: The Shocker is a gifted, and apparently self-taught, engineer who built his battle suit from scratch in a prison workshop. He is also the (self-proclaimed) world's best safe-cracker.
Vibro-Shock Gauntlets: The Shocker has two vibro-shock units that, when activated by a thumb trigger, can project a concentrated blast of air that has been vibrated at an intense frequency. This allows the Shocker to both effectively throw long range vibrational punches, as well as vibrating the structure of something in order to weaken or destroy it. Holding the thumb triggers down for an extended period of time increases the intensity, speed, and even spread of the air blasts. The vibro-shock units were created to open safes by "shaking" them open silently and quickly. Shocker also has a vibrational shield that deflects blows to him & allows him to slip from many a grasp. The feedback from the Shocker's gauntlets is extremely intense (the initial test almost killed him.) To guard himself from this, Schultz developed a protective costume consisting largely of yellow quilt patches designed to absorb the shock. The vibro-shock units can add power to his punch via a trip-hammer vibration shock, making his blows a dozen times more potent than normal.
At one point, the Shocker upgraded his equipment so that his vibro-shocks came from micro-circuitry emitters throughout the costume, so that he was no longer dependent on the gauntlets for his powers. He continued to wear the gauntlets as a deliberate ruse against Spider-Man and other heroes, leading them to think the gauntlets were still his Achilles' heel. Other upgrades over the years boosted Shocker's overall abilities, or provided new ones such as flight. Shocker has repeatedly gone back to his original power levels and gauntlets, however, implying that these upgrades were unstable or expensive to maintain. [My addition – which with Shield backup and few eggheaded heroes stoped being a problem.]

By vibrating his gauntlets Shocker can augment his strenght by a dozen times. He was able to knock down Luck Cage and give She-Hulk a hard time not to mention overpowering Spider-Man. In this tree we have more direct aproach to shocker fighting with punches that knockback, knockdown, shake ground around him or destroy single enemy from the inside.
Shock Trooper
Vibrations of air at just right frequencies traveling through space hit enemies as a concusive force or pierces them vibrating their bodies. Shocker can also shoot the ground to make it shake or deform.
Two powers have two step charge instead of normal one step charge that gives power two potential effects. This one stops a bit in the middle then goes again to the end making the power that have three effects. Default >50% at 50% < but >100% have additional effect and bigger effect at 100%.

Prepere yourself like for huge upward leap and with the help of your gauntlets shoot yourself up to land in the target area with a tremor. Charged. When taped it's used like normal jump power.

Put a hand on your enemy with vibrations you were increasing beforhand and start sanding it through whole his body. This kind of power should liquify human entrails. Single target attack.

- Watching that kung fu guy with his fists "like unto iron" gave me some ideas.
Wind up a powerful punch with fully loaded gauntlet. Enemy you hit take the brunt of the damage but vibrations shoot through him damaging other enemies in a wide line.

- Gauntlets are only to fool enemies that I have a weakness and my powers can be taken so easly from me. Now here's the power of my whole suit.
[Animation: Gather yourself like you would want break chains surrounding you and then expand like you would succeed in doing so] From whole of your body a giant amount of energy hits all enemies around you sending them flying. All projectiles in the air are sent back with a force to their senders.

- Full throttle punks!
Holding your finger on the trigger you channel wave of vibrations that keep geting more and more intense. Long narrow-medium cone. +X% dmg every 1s, +X% spirit cost every 1s. Effects of hit are applied after 1s of hitting the target.: After 1s it causes weaken, After 3s it causes slow to movement and attack speed, After 5s it leaves lasting damage.

Animation like the Shockers main attack in game. Send a ball of vibration traveling on the ground. Very-Slow attack speed, On target contact hits in small area around.

Pick a big target area. Hold your hands to the ground sending specific patterns of vibrations into the ground. In the targetet area 5 big earth columns will apear in random places in the span of 1s [so some can shoot together, some with small increments].

- And for my next trick I will make this block of cement disapear.
Using vibrations tear off piece of ground. You bring this heavy chunk in front of you, at the hight of your head. You take of your hands from it but before it fall you already hit it with both your hands not only breaking it with your gauntlets but also sending columns of vibrations to send the debris forward. Very-slow attack speed [due to long animation]. Damages everyone in the narrow long cone and leave them bleeding.

Time to shake things up! Ranged, Area
- Time to shake things up!
Turn your upgraded gauntlets to the maximum and after your favourite quote start sending vibrations into the ground. Ground under you starts shaking in wider and wider area with each moment knocking people down and slowing everyone in the area. Then you hover over the ground still sending vibrations. While you hover you can move and area under you deal more damage and slows even more. After you land ground is still mildly shaking and your power gauntlets are vibrating with power.

[With some animation money/time: We know that it's canon in Marvel Heroes that cars come from nowhere and many skills have shown that – that's just a disclaimer. If there is something that can tople over like statues in odin palace, or something that can fall like parts of building in middtown or celling in kingpin tower it does. In more extreme version I wanted for shocker to shake down earth in a way that he bring a still speeding metro through the ground.]

Examples:
Shocking Punches becomes basic, instead of stun it have chance to stun. Vibration Bullets stop being basic and stuns.
Hands to the ground gains cooldown, have somewhat bigger area, deal more dmg and instead of knock down it have knock up with a little knock back .
Shock to the core becomes ranged power. You shoot single target vibraiting him brutaly to hurt heart, every vain and every bone, lungs and entrails of him. Small cooldown, not immediate hit - it have animation. Dmg over long time, same bonuses but lower dmg because it's ranged.
Vibrating Fist becomes Vibrating Fists You power up your gauntlets making them Sweet Christmas! additionally and start punching. Medium-Fast attack power. +X to melee dmg for Xs after using this power.
Vibro Barrage becomes area power shooting vibrations in a long medium wide cone. Dmg 2/s, vulnerability.
Shake the ground becomes channeled powere. You constantly shake a circular area under your cursor slowing enemies in that area. Dmg X 2/s
Shock Bowling Deals less direct dmg, additional dmg is dealt as dmg over time in that small area. Dmg X, Dmg X 2/s, Stun on the initial hit.
Shock Bowling becomes charged power. Not charged works similar as now but deals less dmg. Charged to 50% hits the target enemy deal more dmg in bigger area. Charged to 100% It don't explode on the first enemy but strikes up to three enemies exploding at the third or at it's max distance dealing dmg like in 50% charge and knocking down enemies it passed through and those it exploded on.
Earth Columns becomes melee power. You hold your hands to the ground and after a second columns of earth start bursting near you. In span of 1s five columns burst from the ground in the area around you. Dmg and Knock up. Long Cooldown. More dmg because it's melee.

I tried to make him as little cooldown based as possible. To make him old school. I like mechanics but I also like simplicity from time to time. And both classic and simple guy like Shocker is a good candidate for simple :)
