I couldn't find in forums any exactly info about this.
Devs clearly said ultimate power system will remain the same.
but with the changes on "items" and some "affixes" what will happen to:
-Pet cosmic affix: +2 to ultimate powers
-GoM and Ultimate Guardian runewords: that gives +1 and +2 to ultimate powers respectively.
