Well, where to start? Obviously Nico's a complicated Hero, because of her 'Staff of One' only being able to cast each spell once, but being ridiculously powerful. In order to come up with a Hero build for her, I've adapted certain discoveries she's made about how the One Spell rule works, and the fact that she's getting better at using magic mithout the Staff has been a huge help.
She has a unique move label, 'One'. This marks her 'Staff of One' powers, and ties them to her most important passive: Thesaurus. This is what makes her workable in MH by allowing her to 'find new words', meaning that she can 'reuse' a spell.
Ok, this is very basic for now, but I'll add to it as I think of new stuff and work out the kinks, and as suggestions are made.
Minoru Magic
Magic Arm: (Basic, Ranged, Magic) Shoot a bolt of magical energy from your Witch Arm.
Minoru Mana: (Passive) Max Spirit and Spirit Regen, Crit chance and Crit Damage.
Illusion: (Magic, Summon) Create a temporary illusion to distract enemies.
Levitation: (Magic, Movement) Fly/Levitate above enemies and obstacles.
Witchbreaker Training: (Passive) Training with your Ancestor has increased your pain tolerance and your power output. + Tenacity, 0.X% damage ignored, + Defense, + Attack. At Max, damage ignored can only reach 4-5%.
Eye-Spy Cauldron: (Passive) The Minorus used this to spy on enemies. You can see enemies on the minimap. + Damage to enemies not attacking you.
Chameleon Glamour Charm: (Magic) Conceal yourself as one of your enemies. They will not attack you until you cast another spell, blowing your cover.
Staff of One
Staff Smack: (Basic, Melee) Hit an enemy with your Staff.
Thesaurus: (Passive) Nico searches for new words and phrases for her spells, allowing her to 'reuse' a 'One' spell. This passive grants her 'One' spells a long cooldown. Further investing in this passive increases her reading speed, reducing the cooldown. The cooldown also lowers 30% faster when Nico is not being attacked, as she can focus more on her reading.
Blood Magic: (Passive, Bleed, Magic) When Nico is attacked she bleeds (Short Bleed DoT (20 secs, 1 minute cooldown), and her Staff emerges from her chest, damaging enemies around her (When you're hit, damage to enemies in front of you. 30 second cooldown). Her Blood Magic heals her over time (Health Regen). This passive needs some work, it's kinda half-baked.)
Freeze!: (One, Magic, Ranged, Area) Damage and Stun enemies, slowing them for X seconds after they've thawed out.
Rock and Roll!: (One, Magic, Ranged, Area) Cause a Rockslide, knocking back enemies.
Impact Force!: (One, Melee) Slam an enemy with magical force.
Blood Sacrifice: (Passive, Magic) When Nico is defeated, the Staff of One uses her blood to resurrect her, restoring her to full health, with + X Health Regen, + X Tenacity, + X Attack, + X Crit Rating, Crit Damage, Brutal rating, Brutal damage, and + 50% Attack Speed for 1 minute (10 minute cooldown). Investing in this increases Xs and lowers cooldown.
Chill Out...: (Area, (Allies? Buff? Aura? Whatever that label is) Free yourself and allies of negative conditions, and gain cc immunity for X seconds.
Vanish!: (One, Magic, Movement) Teleportation.
Vegan!: (One, Magic, Debuff) Force your most disgusting enemies to play nice. Any enemy hit can no longer cause bleeding, attack with their mouth, or leech health, and attack is lowered.

Pride Legacy
Runaway Teen: (Passive) If there's one thing you're good at, it's running away. Move Speed and Dodge.
Daughter of the Pride: (Passive) That name carries a lot of weight, and recognition has it's advantages. % chance for any attack to cause fear in enemies. + credits per drop.
Leapfrog Assault: (Area) Call in an aerial assault from the Leapfrog (Missiles and Lasers strike from above).
Time Machine: (Self, Area) You found a weird device in the Yorkes' basement. Use it to slip back in time a few seconds, undoing all damage and effects caused in that time, and give that fight another go.
Under surveillance: (Summon) The Avengers are always watching the Runaways, so use that to your advantage. Cause enough trouble that a random Avenger comes to visit, and gets caught up in the battle, fighting alongside you. after 30 seconds, you give them the slip, and they leave.
**ULTIMATE**
Try not to Die: Nico summons her Fellow Runaways to aid her in Battle. When they arrive, each Runaway begins with a devastating Special Area Attack:
Karolina flies in with an explosion of Rainbow Light that Dazes/Blinds an enemy.
Molly lands with a Super Strong Punch, making a crater and cracking the ground in a mini Quake that knocks back enemies.
Chase leaps in on his Footstigons, and launches a huge Fire attack from his Fistigons, burning enemies.
Victor sends out a massive electrical burst, stunning enemies. Causes extra damage to robots.
Xavin gives Nico a temporary Forcefield for protection, and spins round with Stretchy Fists, hitting enemies several times.
Klara ensnares enemies with Rose vines, with thorns causing Bleed DoT.
The Runaways then stay and fight like regular summons for 30 seconds.
