Event vendor equality - dog people vs. cat people

Just curious as to why Mr. Hammond's pet cat isn't available through the event vendor like Lucky was during the anniversary event?
Having him available for dog tags would be fair since lucky was available for cake slices.
Tbh I find the "heroes for hire" characters all outdated or dreadfully boring. Having the cat pet on the event vendor would give people something to play for.
