Have the devs stated the eligibility requirements for the Lucky Draw system? If so, could someone point me to it? The only thing I've been able to find is on page 6 of the official "Introducing the Lucky Draw" thread:

But either that has changed or there are additional requirements. A friend finally signed up and started playing a few days ago. He's now on day 3, verified by the game because he did receive the day 3 reward under the old daily reward system, but he hasn't yet gotten the Lucky Draw dialog when logging into the game.
I worked with him to check a couple of other things based on the requirements for gifting, since those happened to be mentioned in Asros' post referenced above. His e-mail address is verified and his first character is at least level 30.
So what's he missing for eligibility for the Lucky Draw?
