Is anyone else having issues with the Disturbance Reports that you purchase with Seals of Conflict? I'm told in social chat that I am supposed to receive a buff, but nothing appears in my panel.
I don't know what thsi buff does either, since I may be missing some important gameplay options in order to further my progression for the Civil War event.
