Spent about 3.5 hours in cosmic hightown and getting nothing at all even after participating in every wave and at least 1 sideboss inbetween each wave. On the flipside before I started farming cHT, I spent 30 minutes in cICP for the patrol shared quest and got 2 cupcakes to drop in that timeframe. Hmmm...
I haven't tested in cosmic or regular Midtown yet.
