this has been bothering me since long time, and like the travel powers a couple of weeks ago this system should be updated also.
in the pic the top 2 CC powers are from the old system heroes(HT and Surfer), and the bottom shows 2 CC powers from new and recently reviewed heroes(Angela and Emma).
as you can see the big difference between durations and cooldowns , I dont think any reasonable player would spent more than 1 point in those old CC powers and for consequence these heroes have terrible CC powers.
against enemies with affixes like caltrops, kinetic vortex and powers like petrifying, knockdowns... having short duration CC powers is quite annoying.
the point is, the CC utility should be added within defensive or offensive passive powers
