i thought this npc used to be in the storage yard chapter 2 with the shield agents and the shield vendor, now im not seeing him and i didnt have to click on him like b4 to start the chatper 2 quests, HOWEVER, i have to return the OLD VIDEO tape to him and ofc cannot find him...any1 know where his new location is?
