AS I play the game, I get Seal of Conflicts. I already have 100+ close to 200 of them but there were no place to give them to... I looked at my waypoint/challenge and my rooftop is IN-accessible. (LOCKED)
Question: How do you unlock it? (without buying any civil war related products/boxes and etc.)
EDIT: sad to say but BOTH Cap's hide out AND rooftop are LOCKED.
How do I get to choose? Who should I go talk to? I did not even get any notice about which side to choose... hmmmm (hand scratching head)
