The first time I played this game, it ran surprisingly well on my system, however, once I discovered red/green terminals as well as Midtown patrols, the game's performance dropped drastically.
I've been experiencing significant FPS drops in these places as well as other places with high amounts of enemies in general.
I'm running everything on max and it performs really well when there isn't high volumes of enemies. However, even when I try turning the graphics all the way down, I still get the same FPS drops (to around 20-30 FPS) in really crowded places like Midtown and even some terminals/story areas. Surprisingly, there really is no difference in how much the FPS drops between low and maximum settings.
Note that I also keep Vsync turned on due to my monitor being 60Hz. If I turn Vsync off, I get screen tearing and stuttery gameplay. However, even with Vsync turned off, I still get FPS drops down to the same 20-30 FPS in those mentioned areas. Basically, the FPS drops by the same amount whether the graphics are on low, maximum, or when Vsync is turned off, which I find weird.

8GB RAM
