Given how tight development resources are it'd be a shame to limit them to such a rare event. Plus it would be fun to fight them in different contexts.
I'd suggest adding a 'Civil War' DR scenario affix that replaces the usual bosses with ones from this event. BTW, there could be a similar 'Limbo Incursion' affix for limbo bosses.
If Holo-Sim is still being updated there could be Civil War waves here too.
