How to get Seals of Conflict? How does week 2 of Civil War work?

There is a list for the tournament Points. This one I understand.

Then I need to get influence by weekly and daily missions so my event vendor gets better stuff. Ok, so far so good.

Then there is a buff to get more influence. Is this like an ARMOR buff. can someone explain this to me?

And I Need to collect Seals of Conflict. Where do they drop, who Drops the most? there is no list anywhere.
